Personality
Liam likes to believe that he's the most charming guy to ever exist. He goes out of his way to impress people around him to prove that. Some times he succeeds, sometimes he doesn't. Mostly people that actually know him see through the facade of overt confidence. To strangers, like his class mates at the Academy, he was the guy to beat, the 'jock' of the school, who appeared to be great at everything he attempted. To those he was close with, however, he was that terrified boy who genuinely believed he had a lot to prove. Liam's parents asked a lot of him. His mother, an orphan at a young age, watched over him like a protective hawk. She believed that if he studied hard, worked hard, etc, he wouldn't want for anything. She believed that her own short comings would manifest in him and she refused to allow that to happen. She had settled into a life of comfort. She wanted more for him. Liam's father, a Lt Commander and Chief Medical Officer, was almost as bad. He wanted his son to follow in his footsteps and become that notorious doctor he wished he could have become.
Liam pleased his parents right up to his decision to join the academy as a helmsman, not the doctor his parents wanted him to become. Making such a major life decision without his parents approval was uncommon for him, but he had no regrets.
Liam has changed quite a bit since joining Starfleet. He's strong enough to make decisions and stand by them. He's no longer shy. He doesn't second guess himself. Being a helmsman has changed him considerably. For the better he would say.

History
Liam was born in Los Angeles and raised in London. There he was raised by his mother alone, although when his father was off duty he would make his presence known. Liam lived a simple life. His mother refused to allow him to goof off with the other children and instead saw to his studies and accomplishments. His childhood was dull save for the brief moments he would wander off on his own to find trouble. His mother became frantic when he did such a thing and would scold him. He was quite used to it after a time.

Sample Role Play
After reporting in, Liam had settled into his room before exploring the ship. He was still in awe of the sheer size of the Nike and by the fact that he was part of its crew. The shock had yet to wear off.
His tour around the ship lead him to the pool. He wasn't much of a swimmer, but as he stood there gazing at the other swimmers present he decided to take a dip himself. Changing into swim trunks, Liam made his way toward the water.
Quite a few people were swimming laps so he decided to do the same. Wasting no time, he dived into the deepest part, allowing the pressure of the water to push him back to the surface. Unfortunately as he neared the top he emerged right beneath another officer. Bumping into the hard form scared him a bit and he inhaled while still underneath the water. Clinging to the closest thing to him, which happened to be the other officer, Liam pulled him down with him in attempt to reach the surface.
Drowning on his first day...yeah, that seemed like something he would do.
